Cursor rapid blinking

Hi,

I just upgraded to the latest kernel Linux fedora-surfacepro4 6.5.9-1.surface.fc39.x86_64 and running Fedora 39

but the cursor is flashing/ blinking extremely fast. in terminal and browsers etc.

i dont have this issue on other fedora 39 systems just this linux-surface.

the hardware is a Surface pro 4 intel i7 16gb 1TB
