Add example auth configuration in config.dev.yaml

Make auth config settings more transparent by providing an example.

I will grab this. ATM there are only two auth providers. The configuration is simple, but requires right now digging into code to know the format of configuration for them. It should be easy to update the config.dev.yaml to show it (commented).
