[no-unlocalized-strings] add strict in addition to ignore

There are times when the built-in checks in no-unlocalized-strings are wrong. i.e. <LazyImage alt="UPPERCASE" /> is considered valid due to uppercase check.

In our case, a lot of titles are uppercase and are given using title attribute.

Would be great if in addition to ignoreAttributes we would have strictAttributes where it skips built-in checks and you must wrap with translation.
