Create Chinese Strings

The project has a dedicated page on Transifex for localization and I see Chinese is 39% finished. When I want to join the translation team, the "Chinese" option is unavailable in the drop-down list. The project seems no longer accept contribution to Chinese language. I don't know why. So, here it is. I translated the strings,xml in the 'values' folder from scratch and made a pull request.

Note: I kept the"History" section and part of the "Legal" section unchanged.
