Launcher support for browsers

Describe the solution you'd like
I would like to see support for launchers in browser instrumentation (e.g. otel-launcher-js or otel-launcher-browser). The only node related features I see in this launcher are access to process and os. I know it's against the point of this project to say "they could be configurable", so maybe it makes sense to have a separate project for browser JS?
Describe alternatives you've considered I currently maintain our own configuration in the browser. As opposed to sharing our configuration with other applications within my organization, it would be nice to use launchers.
