Allow new deposits/withdraws to expired accounts

Is your feature request related to a problem? Please describe. Clients have currently the option to change the expiry account while they are depositing/withdrawing funds as long as the account is open. It would be nice to be able to "revive" old accounts at the same time that we commit/subtract funds from it.

Describe the solution you'd like The idea is allow deposit/withdraws to expire accounts in the same tx they are being renewed.

Describe alternatives you've considered Currently this needs two transactions: renew account + deposit/withdraw.
