Get volume per channel

For showing VU-meters, I'm proposing a function of getting the current volume per channel, for example: get_current_channel_volume(channel_idx)

https://github.com/mywave82/libsidplayfp/tree/ocp is a fork for tracking volume, per channel buffer and registers in general, but only implemented for the resid emulator

For showing VU-meters

could also be used to clear the note display on sidplayfp, so instead of displaying say G#3 forever it'll display --- as soon as the volume hits 0
