[vita] add rePatch prerequisite

why

without rePatch plugin, some cores (PCSX-ReArmed confirmed) may stutter / lag after resume.

From RetroArch discord, here's my proposal on the matter: The smarter thing maybe would be to actually drop a taihenLoadStartModule for rePatch and include rePatch inside RetroArch vpk.
