add "dynamic wallpaper" guide

We can use the Lakka wallpaper docs as the basis: http://www.lakka.tv/doc/Dynamic-Wallpapers/

I had been thinking it would make sense to add this information to the existing Playlists and Thumbnails doc but it is already getting pretty long.

IMO just link it in the playlist doc and put it under Interface customising
