Mute hotkey state is getting saved

Mute hotkey (F9) state is now getting saved. This was avoided before.

current nightly win7 x64

To reproduce, RA saves on exit, no override active: hit F9 to mute hit escape to close RA Next time you run RA the sound is muted while it shouldn't be.
