What happened: Creating a volume through the sdk client with the same same name but a change in repl/volume labels did not result in an error.

What you expected to happen: Get an error saying that the spec does not match.

How to reproduce it (as minimally and precisely as possible): Create a volume with name test, then create a volume with name test and repl2
