libigl vcpkg not updated to 2.5.0

Describe the bug

The vcpkg version upgrade still defaults to libigl 2.4.0#4 for libigl:x64-windows what is the process for updating the latest version of libigl in vcpkg to 2.5.0

I have taken a look at this and tried to update this with changes to the vcpkg repo, but the required patches are beyond my knowledge.
