Anti passback

We should have support for anti pass-back feature. Different scope/strategies could be expected:

• [ ] X seconds anti pass-back on a specific Access Point
• [ ] X seconds anti pass-back on a global zone (all doors inside the zone share the same anti pass-back pool)
• [ ] Anti pass-back on an area requiring an "out reader" and then tracking people in/out (no timing then, access is refused if the person is already in).

This information could be stored on a temporary cached memory (no need to survive a reset).
