Is premium needed?

As I have read in #18 I can't change the volume without premium, but does for example spotify next works for you without premium? Everything I can do is to get some info about music playing - spotify next returns Error: Spotify API - 403 Forbidden and spotify play <song>/<uri> returns just the song that is playing rn. By using spotify mod apk on my mobile, I can do things like playing song on my pc so there maybe is some what for poorlike users who don't wanna pay for premium? If it's not working also for other non-premium users do you know any other way to play a playlist (locally on the same pc)?
