Deleting a student test log record to allow retest.

Desired ability the ability to to reset a test so a student could take it again. (I know problematic) Anyway deleting the test log in the admin mode is disallowed though it does work if you change the test field of the record to some arbitrary nontest number (sorry(:))

thanks @mjptak -- this isn't something that has been requested by our partners, but agreed that when this is released publicly it's a good feature to have. Will leave it open now that it's been triaged for future.
