Wallet Balance Changes Repeatedly on First Sign-in
DESCRIPTION:
When the user first signs into an existing account after installing the app, the Wallet balance will change drastically as the background process loads blocks.
This can be confusing, and also cause unwarranted excitement or alarm when you see that your balance is either higher or lower than you thought it was.
REPRO STEPS:
- Launch LBRY 0.15.6 on Android 10
- Sign into an existing account for the first time
- Open the Menu
- Watch the wallet balance
Results: Wallet balance changes repeatedly
Expected: Wallet balance shows the current balance

Thanks for the issue! @akinwale can you make sure we have the --blocking flag applied with sync_apply, and also, we can check the is_syncing wallet_status on each startup to know when it's done catching up.
