Nojail bsd patch

[hdholm]

Tang seems to work just fine in a BSD jail, so there's no need to restrict it to nojail environments. Also includes the CI changes from #94 so that it cleanly passes checks. Duplicates a previous pull request that I closed after complexly trashing it with an inadvertent wrong direction merge.
