Old TV Episodes: Attempt less frequently

Don't try to fetch old tv episodes as frequently if it's been released for a while and has attempted recently. This will take some pressure off the task queue.

For example: user requests a show that's old/unpopular and the attempts keep failing multiple times a day. This will postpone attempts by a week to keep resources down
