feat: Adds github action dependabot updates

• Added a dependabot.yml configuration to run weekly update checks on workflow action versions.

@lardbit note this is only failing CI due to the pip version issue #294 not being locked in on the current master branch. Unrelated to this PR but would be fixed once feat: Support scoping jackett searches with filter #297 is merged.
