downgrade boto3 to use s3 compatible storage. Fixes #15225

Summary

Downgrade boto3 from boto3==1.37.1 to boto3==1.35.99, Fixes #15225 and downgrade botocore==1.35.99, s3transfer==0.10.4 accordingly.
