I found a similar open issue titled "Plugin/Tools Not registered as installed" which might be related to your problem. This issue is still open and was last updated on February 28, 2025 [1].

For your specific issue, ensure that you are using Dify version 1.0.0 or later, as the plugin management functionality was introduced in version 1.0.0-beta.1. If you are already on the correct version, check the Dify plugin daemon container logs for any error messages. These logs can provide insights into why some plugins are not displayed correctly. Common issues include slow SQL queries or records not being found, which can affect the display of plugins [2].

Additionally, the PluginService.list function relies on several dependencies and configurations, such as the PluginInstallationManager and marketplace.batch_fetch_plugin_manifests. Ensure these are correctly set up and functioning [3].
