feat: assertoor minimal integration

Motivation

Until we can continue with #1324 we'll have a minimal integration of assertoor

Description

We are still facing issues at the moment of integrate our node with assertoor, this PR adds all the CI related changes to have a minimal version already running and pointing to out ethereum-package fork.
