added `%datetime`, `%date`, and `%time` expansions to ISO8601 datetimes

I needed this feature for my own files, but in non-BIDS mode I added support for %datetime, %date, and %time expansions to ISO8601 datetimes in filenames. I also updated the corresponding documentation section.
