Config for a libhamlib build is not documented

There is no documentation for configuring pat when using libhamlib apart from what is in the source code. The documentation there is fine and useful and got me off the ground right away but eventually this will need to get into real documentation.

Hamlib is pretty easy to build and the interface to pat is relatively straightforward. Nice if it can be documented.
