Hotkeys in Windows in Win + X form do not suppress start menu from opening
Summary: A hotkey that is in the form of WIN_KEY + X, when pressed, works. However, unless the keys are released in particular order, the Windows Start Menu also opens.
Recreate: Set a hotkey to WIN_KEY + C. Press and hold the WIN_KEY. Then press C. The hotkey triggers. Then let go of the WIN_KEY. The windows menu opens.
It appears this happens because the start menu is triggered to show on release of the win_key, and this is not consuming that release. I have tried setting consumers for it manually, but it created additional problems.
Which Windows version are you using? Windows 10?
