please add support for intermediate CA certificates

please add support for intermediate CA certificates. the root CA must be kept safely,use the intermediate CA certificate to issue certificates for the end-users and clusters. it's been a long time,kubernetes works fine with intermediate CA certificate,so i have to patch the ks-installer image. /area installation /kind feature-request
