Moving OWNERS to emeritus
Moves a set of owners to emeritus that haven't been active in this repo for a while.

What this PR does / why we need it: As part of updating the owners, I'm cleaning up some folks that haven't contributed to this repo in a while. I will wait for them to confirm that it's safe to remove them, or that I should keep them on the list.
