Audit all OWNERS files

As part of github.com/kubeflow/website/pull/3827, we made clear the standards and requirements for different levels of Kubeflow membership. We should audit the various Kubeflow repositories to ensure that all OWNERS files have members meeting the criteria.

I'd recommend we give the working groups 2 to 3 months to get their OWNERS files in order.
