Actually I'm new to this field and trying to learn how to add and update new ciphers

If you aim at adding a new cipher to the cipher suite, you can follow the instructions in the README. Making a pull request is actually the last step that you can do, i.e., asking the project owner to add your updates to the main repository. Before that, everything can be done in your local repository.
