[Group 3] Adding traffic light simulation and logic

This PR includes the road driving group's work on obeying traffic lights.

Summary:

  • added signal simulation to the GEM simulator
  • added a function to plot the signals
  • added a component that sets the vehicle intent based on the state of the nearest signal
  • updated the MPC planner
