Release kpt for Windows

Because Cloud Code is available for Windows/Linux/Mac OS users, before the Cloud Code team is able to release any blueprints/kpt features, kpt will need to be supported on windows.

I would also love to use it on Windows. Here is a PR for the goreleaser #3962

According to @mortent , if there is enough demand for Windows, they would invest into setting up proper testing environment.
