[RFC] Create certificate when all Chapters are passed

This could be the GH Action which will generate the pdf when all of the CI checks are green in the main.

This would be fun. I'm usually a solo-learner, because I really need to go at my own pace, but that often means I don't have much to directly show for my pursuits.
