Add upper-austrian dialect

It would be funny to add in JGEX the upper-austrian dialect, but not absolutely necessary. In addition, it will probably be difficult to convert all German words into the dialect, since there are many different dialects in Upper Austria (Mühlviertel, Hausruckviertel, Innviertel, ...)
