`circle-animation-progress` event doesn't trigger if the circle is rendered in background

I don't see where is the circle on your page. Please, provide precise steps to reproduce the problem.

Right click and select "open link in new page".
Wait until page is loaded. Then go to that page opened.
The value inside the circle is not loaded.
@kottenator hi. I've found the same bug on your plugin page. Before the page is completely loaded, go to another page or minimize that page. And after it's completely loaded, open the page - the value inside the progress bar is not rendered.
