Fnote Counter issue with KaTeX

The counter for fnote and KaTeX equation both reset at tc-tiddler-frame. Based on CSS standard this is allowed, if they are declared with together. See CSS2.2: https://www.w3.org/TR/CSS22/generate.html#propdef-counter-reset
