Use tag date rather than release date

Sometimes releases notes are added later and github shows this in some places as the release date, but the tag associated with the release is generally the correct date. See for example the entry for Bootstrap: a bunch of the releases are dated "18 July 2013", because that's when the release notes were created; but the actual release dates are much earlier, as evidenced by the dates on the tags.
