[feature] environment support freeze
Is your feature request related to a problem? Please describe. [A clear and concise description of what the problem is. Ex. I'm always frustrated when ... ] sometimes we do not need a environment anymore, but we want to keep the environment . So if zadig provide a function to freeze/unfreeze environment(frozen: environment is visible and configured, but sts/deploy scale to zero or not deployed) , that would be nice.
