NoteblockAPI 1.6.3 blocks Worldguard 7.0.15

Recently got an xmas plugin that needed the NoteblockAPI. Noticed that it blocks worldguard on my paper server.

I tried NoteblockAPI 1.6.2 and 1.6.3 and the latest devbuild, 1.6.4 with ONLY Worldguard loaded (to make sure no other plugin caused this) but it wont work. Tried WG 7.0.14 as well, still no joy. Any advise?
