Is there any way to set up locally on windows or linux?

the description i have made for a hosted setup should work for a local Linux installation, too.

As for Windows, I have never attempted that. At a minimum, you will need PHP and you could use sqlite as database which is built into the PHP distribution. Maybe it is easier to go with a complete server setup like https://www.wampserver.com/
