Expected Behavior

Expect new routes to populate, slowly rolling to the main HTTPProxy route

Actual Behavior

Stops at first attempt and does not go further

Enable proxy protocol on Contour https://projectcontour.io/guides/proxy-proto/

I think net-contour does not support proxy protocol for now. Only net-kourier supports it. https://github.com/knative-sandbox/net-kourier#proxy-protocol-configuration.
