HorizonalPodAutoscaler deprecation

We'll need to upgrade the HPA from v2beta2 to v2 before we get to a min k8s version of 1.26. Probably makes sense to do the migration once our min version is v1.23, which would be around the time we release Knative v1.7 (August 2022)

@dprotaso could you add a v1.7 milestone for this?

Per https://github.com/knative/community/pull/1140 for knative v1.7 the min k8s version will still be v1.22, so will hold off on this until v1.8
