modernize package?

I used ghdiff in an project of mine and it was very helpful! So I thought I could spend a bit of time to modernize it (update the build system, update the code to py3.9+, move to pytest, maybe setup gh actions; I currently don't plan to change the functionality). Let me know if you are interested.
