Toggle flashlight when the screen is off

Hi, I'm trying to create a trigger for the flashlight which works while the screen is off and the app says it is not possible without root. I'm rooted, however I do not understand why it requires this permission as there are apps like Torchie (which you can find on fdroid or the play store) which can do this without root/shizuku. Is root really needed for this? If yes, why can Torchie do it with the accessibility service only? I think that this can be a great feature to add as many ROMs still don't have the hold power button to to toggle torch shortcut.
