bug(windows): `&ShiftFreesCaps` does not appear to work correctly in Windows 11

With https://github.com/keymanapp/keyman/files/8937320/shift_frees_caps.kmp.zip:

  • TEST_CAPSONLY-5: shift by itself turns off

    1. press and release CapsLock
    2. press and release Shift

    Expected result:

    • caps lock indicator turned off
    • (no output)
  • TEST_CAPSONLY-5 (FAILED): Tested in Windows 11 OS (Virtual Machine) as per the instructions and I noticed that the CapsLock indicator remains ON.

The same test PASSed with Windows 10.

I have updated the Platform Acceptance Test for Windows. To include the problem with this test on virtual machines.
I am still not comfortable closing this bug yet as I don't have a host windows 11 machine to test in windows 11 does indeed work. Note: for Windows 10 we had the same issue see bug 5803
