Wrong ICO Image Size Used in Keyman Desktop Configuration

Found in Keyman 10. In the Keyman Desktop Configuration > Keyboard Layouts tab, the 16x16 sized image is not used next to a keyboard label when more than one image exists in an ICO. The user will see a cropped view upper right corner of largest(?) image. The API used here should specify a preferred image size from the ICO.

We'll address this with a set of HiDPI support changes. The icon display is currently implemented by Internet Explorer so we have limited control without a lot of work.

Need to re-test as we don't use IE anymore.

Just checking this while working on another issue related to configuration. It is still an issue in version 15.
