Describe the bug

After enabling it, an error appeared when adding a language for the firstvoices keyboard. or disabling a keyboard and then adding a language to another keyboard.

Reproduce the bug

Steps to reproduce:

1. Installed the "keyman-17.0.330.exe" file.
2. Installed the "firstvoices-17.0.330.exe" file.
3. Keyman keyboard added in the system tray.
4. Open the keyman "Configuration" window.
5. Navigate to the "Keyboard Layouts" tab. Observed that the first voice keyboards appeared.
6. Enabled any four keyboards.
7. Add two languages whose keyboards are already enabled.
8. Disabled a keyboard whose keyboard was already enabled.
9. Add a language that the keyboard has already enabled.
10. Actual Results:
11. Here, an error dialog appeared with an error ID. Please take a look at the screenshot and error lines.
