bug(windows): typing on shift layer with Keyman keyboards pauses the output until the second input or space is inserted (CorelDraw)

when i typing normal letter (a b c d e f g…z) encoding working Correctly But Shift + letter (A B C D …Z) encoding very slow and double letter showing Example: j - த (100 % Working perfectly) Shift + j - து (Very Slow Showing) Shift + j + ] - தூ (துதூ Double letter Showing very very slow )
Reproduce the bug
- Select the Text tool, then click on the document to type
- Start with a character (this won't pause)
- Now, type a second character from the shift layer
Expected behavior
Should output the shift layer's character right after it is typed.

CorelDraw offers 15 days of free trial. This only happens with Keyman keyboards, and these are the ones I tested:
- Suratha Bamini keyboard v2.1
- IPA (SIL) v1.8.7
- Khmer (SIL) v2.0
