Use Read Write Lock for DB

Currently we are using an exclusive lock for DB. However we can allow multiple readers on the DB as they do not change the underlying store. The idea is to use exclusive lock for writers and shared lock for read queries.

Acceptance Criteria: Run redis-benchmark on few commands
