Added ~/.config/meme.conf file for default values

If no CLI parameter is given , then the configuration one is used by default is None of both is provided, then a parser error is raised'

Accepted values only for username, password and version.

This needs tests. I'm not sure how to go about writing a test that depends on a configuration file, but I'm looking into it.
