How to restore minimised chrome window?

I am having issue to keep presistent of a chrome session. e.g. I sometimes mistakening close the browser and it never restarted by itself, the workspace rest with the wallpaper and nothing work. And I have to kill the session and restart. The same happens with minimised chrome windows, which will never come back.

Any hints, please. Thanks.
